i would say just by looking at your levels the recieve power of +10 would be a bit high seeing that the return at the modem is a 48.
10+lets just say 7down leg of 3way split is 17+ 6bd for 100ft drop is 23+ say 3bd for line from 3way to modem is 26then data carrier should be about 6-8 down from high carrier put high end coming out of tap at 32db (if thats how its setup, 32 on the high end is way too high even for a 20value tap) sounds like someone needs to setup their meter right and then re sweep/balance your run from the node out.if the other guy is having the same issue its prob a mainline issue. i bet they have already setup a new channel plan and changed frequencies around and haven't gotten to sweeping the node for the higher frequency gear. also i would look at the modem log and see if tells you that you are getting alot of t3 or t4 errors. the log will tell you alot.there also will be a spot that says corrected and uncorrected bytes of data that you can review.
