You organize them by getting installers in an area to join the union, and refuse to work for these mickey mouse contractors. There are Contractors who value CATV work. I know contractor that pay about 35/hr for CATV work. These contractors never get work because they are constantly under bid by the low ballers.
The problem is not just that they under bid. The problem is, these companies do illegal things to allow them to under bid. They do things like miscalssify guys contractors to avoid paying OT, bennies, insurace, tax, etc... All this allows them to under bid the contractors who actually value the work CATV workers perform.
CATV workers never grasped the concept of looking past tomorrow. This is why the wages are the same and less, as when CATV first came about. WHat is retirement for a cable guy?
CATV workers simply need to say NO in an organized manner. The question needs to be asked; does working on next generation technology for last generation wages, make ANY sense at all?
