Could be, but with the good mer at the tap, bad mer at the ground block/splitter location and better mer at the tv at the end of 1 outlet it is more likely one of the other outlets. The ground block is past the tap and would have to be really bad to reflect through the port into the drop and would seem to be noticeable on the sweep that he said he did. If he knows what a reflection looks like on the sweep.
That is the experience that I have had with digital here on our complete digital system anyway. I as well would assume that he already tried changing out the plate. I could be wrong though.
