VAT is charged in foreign countries. If you buy something from say Australia online there will be a VAT fee added to the total. This is usually deducted before you actually pay the bill if you are in the US since we do not have a VAT here. Canada has it. But sales tax will still apply because sales tax goes to the state and VAT will go to the feds; IF it actually happens, which I sincerely doubt it will. This isn't the first time this idea has been brought up. Obama isn't smart enough to think of something that hasn't already been thought of before.
