I saw pretty much the same thing last week. service techs goes out to a bank for a hsd isssue, ( a Bank the kind with money)  kicks it back for an sro needs drop replaced. I thought that whats service is for to fix things. rg 11 3 bumps barell into the under ground. j hooks already up. simple hook sag hook sag hook sag 5 days later problem fixed.
