Exactly right, it is not just the settlements. But no one wants to hear that part, sepecially the lawyers. I am sure the fact that most pols are lawyers has nothing to do with it not being fixed either.

I experience defensive medicine with my own doctors and hospitals. And when I complain, I am told its for my own safety and if I don't go along I will need to find a new doctor. It is a much larger problem at the hospital that my primary by a mile, but it still happens at both.
