  I agree with your comment about tort reform.  It's the situation that the lawsuits put doctors in that drives up the cost.  The Dr. is worried about getting sued, so he orders up testing to cover his ass.  In the original house bill when the gov't was going to get in to the health care ins. business, it was written in that nobody could sue the them.
