There probably isn't a lot of restructoring they can do because most of it is a result of collective bargaining.  Lay offs are probably immenant.  A.T. &T. and the C.W.A. will probably have to sit down and re-negotiate the contract if the C.W.A. wants to avoid massive lay-offs.  Contractors, get ready.
