Where does the bill say you, anyone, must participate in the exchanges? No one must to participate in the exchanges. So how can he POTUS be exempt. The bill only states that you must carry insurance of certain criteria. You can get the insurance from anywhere. This is why "the POTUS being exempt" is false.
