No, what Im saying is that if these people have insurance they arel ess likely to go to the ER.   They will go to their doctor's office, which is MUCH cheaper than an ER visit.  The goal is to put an end to people going to the ER, for things that can be taken care of at the doctor's office.  When unpaid ER care decreases, it will help bring down the cost of care.
