It was done mainly with the use of budget supplementals.  Supplementals is how Bush hid even more debt from the already record deficits.  Bush didn't put things in the budget.  He simply went to Congress and asked for supplementals.  The supplementals included funding for everything he wanted, and it would not be counted againsnt the budget.  One major reason Obama deficits look higher than Bush, is because Obama puts everything in the budget, where as Bush used budget supplementals.

Funding for the 2 wars were done this way.  What he often did was include the war funding in these supplementals.  So if you voted against the supplementals, you risked being labled as someone who voted against money for troops. Sounds stupid.  But it worked, and every dem that voted against these sups were labled as being against the troops.  The people fall for stupid shit like this all the time.

I do give Bush some slack on the deficit because of 9/11. But he went over the slack Im willing to give him. He put 2 wars on the credit card, through yearly supplementals.  The economy was fairly strong and instead of paying for the wars he put it on the credit card and lowered taxes. Thats largely how he screwed up the debt. He lowered tax reciepts, while running up debt. 

Its not fair to say Congress does the spending. The President signs the bill into law.  His signature is on the bill.  The President runs the executive branch.  Presidents are responsible when they put their signature on a bill.  If Congress overrides a veto, then I think its fair to say Congress is responsible for a bill.

Funny how you will blame Obama for everything under the sun. But you now seem to be saying Bush isn't responsible for bills he signed into law.
