So make the entire class pay for something one kid did? That is the same thing. Why should someone have to pay for something they are not using? Yes there are people who go to emergency and don't pay. so why does that mean a person who doesn't use the hospital should pay? Not logical. But I like the idea of it being refunded if you can show you didn't use any medical facility that you didn't pay for. I don't think you waive your right to be treated if you can pay either. That makes no sense.
