Reagan signed that along with the amnesty bill under the promise that the dem controlled congress would provide funds to secure the borders. He did and they back out of the agreement once they got their way. He compromised and the welshed. So I don't think that is a good example. But if they are going to be here then they should be paying as you say. And you are right about people that don't pay.......we pay for it. Like shoplifters, the store doesn't take the loss. They calculate how much is stolen and put that in the price of the product and we pay for the free goods that are stolen.
