Every company and tech suffers during the down periods with TC%.  It may seem odd but more work means better TC%'s.  Sitting in a desk it would seem practical to assume the TC% would stay the same for techs as the work load fluctuates.  The portion of these that the tech has no control over do not decrease with the workload.  Its up to your supervisor to stand up for you and his techs.
