Every state is different.  In NY you can withhold a check until you recieve all of the companies equipment, including ID, Meter, Truck, lock box keys, etc.  In fact the NYS does not release a final check until the State issued ID is returned.  Every state is different.  The bottom line is just turn in your company issued stuff and get your check paid in full.  This has been abused on both sides of the fence unfortunately.
