But I saw on, I believe, CSPAN that the individual mandate is being removed from the bill. The final version presented for passage will not have an individual mandate. However, the individual mandate will need to replaced with something that prevents people from gaming the system.
Because the bill prevents insurance compapnies from denying coverage to those with pre-existing conditions, you risk the system being gamed, by people not purchasing insurance until they are sick. This would make it harder to bend the cost curve of healthcare services, which is the purpose of the bill. Because it is mandated that hospitals treat anyone who is sick, this issue must be addressed in the bill.
IMO, they could replace the individual mandate with tougher laws that allows hospitals to go hard after people that have no insurance and dont pay their hospital bill. They should also require people who want to purchase insrance, and have not been insured 3 years or more, to be in the high-risk pool for 3 years. Meaning they would be in the same category as those who have pre-existing condition.
