This is a great example of where the Department of Labor - Hour & Wage Division can assist immediatly.  They can force that company to sell assets to meet payroll.  Let'em file for Chapter 11.  If they own any other businesses, H&W will then go after those assets as well.  They are a federal office so they don't care about state lines.  H&W will nail company owners to the wall to get employees paid.
