You are exactly correct. Most of the intent of the Declaration was codified in the Constitution.

And you hit the nail on the head. No one in DC seems to care what the Constitution actually says because it is a "living"document. Deeper bullshit has never been seen before. The Constitution clearly says what it means with no intrpetation needed. 

As stated elsewhere in this thread, there are well defined avenues set out to change the document if you believe there is a better way. But that takes effort and for too long no one has challenged the congress to follow the rules and look where we are now. Congress has a hard time following all of the rules set out in the Constitution except those that created the very job they hold now. Insanity at its finest.
