I've been doing DTV installs for 3 years now as a 1099 and as a W2 and the two companies I've worked for in MI has always charged for damage claims. I had one for 68.00 my first year for a piece of damn carpet that I didn't cut before I drilled my hole, never did that again. I could have fixed the carpet for less but cust wouldn't allow me to. So I would say yes damage claims are technicians responsibility. If you weren't get back charged as a sub consider yourself lucky.
