Why now = unknown. Once the material is attached to the residence it is the property of the property owner. If they choose to allow the cable guy to cut up their entertainment system that is called a customer caused defect.

I know why the cable guys would try. As PrimeStar, DISH & Directv began chewing up the CATV customer base the cable, mostly rg59, was used to get the first 18" round dishes connected. All that cable came from the local cable operator. They thought they were the only game in town and service slumped without any customer alternative.

Now that cable has some attractive services to offer, they may feel confident enough to just stick it in the other guy's face.
All of a sudden ya just gotta wonder,
