while I am hopeful this means good things, there are too many ways to manipulate numbers and most people know that. And the gov is the last to use them constantly on one formula. They (any party) will use any formula to make themselves look better. They have to especially when times are like this. They also know that many people will believe everything they say until some analyst comes along and shows how their numbers don't line up. But 9.7 isn't anything to cheer about...........it is still tragic. Still I hope for the best.
