When I worked for the HSP i never got charged back. Just sent to fix the problem without pay. That didn't happen all that often so I can see how some have said they have never been back charged. Then there are those retailers who cover the backcharge for their techs. So the retailer pays them and the installer is never hit with the fee.
I don't deal with directv no more. I do DISH, but not enough to worry about being back charged. I have looked at other satellite solutions where the backcharges are almost non existant.
