looking for opions on my pay rate

so ihave an offer to be an employee for a company installing dish .. now the way the pay scale is set up is a two tier set up ,tier one is 40/10 30upgrade TIER TWO is 50 /10 35upgrades does this seem low to you ..on and the tier set up is based on the small company as a whole not as and induvidual  . and have to have a 96% competion rate .
