Yes, the tech is responsible. Just like they are responsible for the RG6 that they install. What is the huge deal. A DTV contract states that every single box that is installed in a home requires to be connected to a phone line! If you are a contractor and you are not traned to test and install a phone line.......then go somewhere and get trained if you want to do work for a contractor. As an in-house employee for DTV....you are suppose to be trained! If not.....you are working in the wrong place.
