Screw the MSO. If I saw an obvious illegal, I'd cut it right then and there just for the satisfaction of pissing off the illegal receiver. Fuck 'em. They are fucking with my livlihood so no mercy. Wack it down and go on about your business. I have been known to pull the (illegal) drop down and literally rip it out of the building, and hearing the TV crash to the floor. Fuck 'em, when they called to complain, I told the MSO they were illegal and that was the end of it.
