Here is a quote from an outgoing MD State Police commander who addressed a class of MD Juvenile Justice employees:
"As we evaluate applications for the state police and interview candidates we discover that all candidates had some incident in their past that, IF DISCOVERED AND PROSECUTED, would have disqualified them for ANY state employment!"
The idea is that for every convicted person there are all the other persons who never got caught that one time. Timothy McVeigh,
the guy who blew up the office building....had a clear record and was promoted while in the army.
Why have management to make individual decisions based on merit and an estimate of future success when you can just make an arbitrary decision like that?
The lowest recidivism rate for all crimes is.......Murder.
