I didn't say they forced them to pay AND carry. It is the choice of the network. But they can say "if you want to broadcast our signal you have to pay." Or they can say "we want you to carry our signal" and in that instance they don't have to pay. I was in house and that was what our headend was mandated. You know we all pay for what we want. That is free enterprise. Or we don't pay.
And you're right. In the bigger markets there are a lot of off air programs......cheap. lol
