Underground Tap Housings or UTH's. Like most things tho improper installation can make these things a nightmare. the drops and hardline cable is ran thru grommets at the base that form a watertight seal. all it takes is 1 lazy installer to run the drop straight to the tap and not be able to close the housing and you'll have an aqarium that will hold water all year long.
Funny story; rolled on an outage that lead me to a vault that I noticed steam coming out of. It had recently rained and the vault was damp but not flooded. The housing was full of water. We Were using phone taps that passed AC to a siamese pair that fired up the voice port at the side of the house. Well the water was boiling inside the housing.
