Use lots of Silicone, I had some actives that was under water next to the missouri river during the rainy season and they gave us tubes of RTV to seal everything
I mean everything, it looked like a silicone blob when you were done, if it went down and the water was high, they just had excuses from dispatch(Flooding) why it was down
then a day or two after the water went down we fixed it, American Cable In KCMO they were too cheap to trench in new cable and set new amp & le Locations
they even had drop peds 100ft inshore that had 6 or 7 splitters in them and had drop wire running all over the place, that place was a joke
