Absolutely involve the IRS. Do you think those bastages are removing the money they did not pay you from your 1099's? Are they reporting that "extra income" to the IRS? Tax evasion, pure and simple.
I look forward to getting my 1099's and comparing the amounts stated to what I was actually paid. There will be three people who will wish they'd paid me the incredibly small amounts they owed if that form (the 1099) is not precise.
