usually ber would be 1.0 e-8 on pre (lowest acceptable) and 1.0 e -9 on post, but cox may vary. any lower on either pre or post and you will be plagued by intermittent issues (in my opinion). of course, you would want 1.0 e-9 on pre also, but to the 8th power with full fec correction shouldnt give you any trouble.
mer should be about 40 at the node, probably 37 or so at tap (depending how deep), and 36 at the kbox. if you get much lower than 32 at the outlet you are probably headed for "trouble calls on installs".
