Your right Directv didn't enforce the phone line installations until they came out with the old Tivo DVR's. You needed a phone line to activate the modem in order to record programs. That's when they started charging back $5 a box on New Installs. In 5yrs of doing Directv I only ran 1 phone line (because it was a Tivo). I've always bent over and hooked up the boxes to as many exiting active jacks as possible and in a month I always made my Matrix to keep me Level 3 (top pay).
I have never received phone installation training from Directv. I got trained by AT&T when I used to install Telephony back in the day (Good Money). As a supervisor I used to go behind techs and fix at least 4 phone systems a week because techs were never trained how to hook up phone line (law suit waiting to happen).
Best thing I can say is if you get a customer that has home phone service,try to hook up every box to existing active jacks. In a month if you hook up 30 out of 100 boxes you should be golden.
