I completely agree with you on most of what you said. There are not very many trustworthy contractors out there. It's a game of roulette, most of the time you lose, rarely do you find one that is good and you win (for the time being anyway).
DirecTV can't control what their contractors pay etc, all they know is that the job was done, they cut the contractor a check, if the contractor doesn't cut his guys a check, then it doesn't concern them. As far as they are concerned the legalities would lie with the contractors (which is true). It wasn't Directv that hired you, it was the contractor.
But I also hear the same for the other trades, cable, dish, alarms, etc....if it's a contractor, cover your asses, then keep clean for awhile, then allow it to get dirty. Because in the end you will more then likely get bent over, and if you do, might as well spread whatever disease you can
