no wonder the customer is complaining, you have 20 db of peak to floor and about 12 db across the floor, if his modem cant get over the noise floor,, its not going to work,, as for the meter , taking snapshots of the reverse spectrum i use the HP 8591. im attaching a 10 min peak hold..
We used a dsam 6000 to inject the carrier,, dsam injects 50 db , so if your injecting into -30 db injection ports, 50 db helps out
you cant beat the dsam 6000 for its auto tests using the built in cable modem
