Well thats NY where the rules are different. The problem is that these companies need the lic in the 1st place is just another money maker for another useless gov't enity to embezzle from the working man. These guys are worse then the mafia. However its not like that everywhere yet. The main company you do the work for needs the lic. in most places and I am pretty sure that it is going the other way as ridiculus to reality it is. Its obvious cheating by the locals to request all have it.
