Here in Westchester county NY. I do low voltage commercial wiring for data and I've seen cable contractors get booted off construction sites by the town inspectors on more than one occasion. They were lucky because they were working for the cable co. Private vendors like the company I work for get fined up the wazoo for non compliance.
