What do you mean "a listed device"? A factory attached ring OK, a seperately installed ring connector on 12 gauge is generally not an acceptable practice since the connector is an 'all purpose' connector not as high quality and the 'crimp' will most likely fail. As I said, I wouldn't have done it that way, but that and $5 will get you a cup of coffee so take it with a grain of salt.

As to where I would have attached it at the base, I would have bolted it right to one of the pipe mount flange bolts, no scraping necessary and no worry of rust beyond what would occur anyway. No ring connector, would have formed the 12 gauge around the mounting bolt for the best connection, just as is done when wiring an electrical outlet. And I wouldn't have put it thru the loop.
