Mr.Chips I do understand where you are coming from but one of your assessments is absolutley incorrect! The unions do NOT force companies to "keep hack's" around, they are kept around simply to put money in the hands of the sub supervisors.  They are backcharged for poor workmanship by the sub, not the prime. If a company sees poor work performance day after day by a particular technician their are steps that are taken to get rid of him. Yes the process may take some time but rarely is it even started, instead that "hack" will be backcharged to death and basically get raped by the sub but they sure aint gettin rid of him, this industry like a lot of others is driven by greed and greed alone, and as long as someone is making money off that hack he isn't going anywhere!  If the primes would take responsibility for the subs they hire and require contracts that go as far as what percentage of their pay could be kept and what had to be passed to the tech some of these fly by night operators would not be in business. But the prime is not going to help ensure fair wage to the actual worker now are they? So here breeds the con artist fly by night wrecker of the industry because they are permitted by the prime to be just that.
