Can they really charge me to have a tech number?

The prime I'm working for [1099] is charging me each check to have a tech number. Something to do with CSG/technet they say. It costs to put me in the system. Is that right? I've never been charged this before, and the majority of items deducted in the past were for something I could have [or was supposed to] provide myself.

For example: meter, insurance, worker's comp, vehicle, ladder

With the exception of the vehicle, I've been charged for each of the things above at some point or another. No problem with it, as soon as I supplied the item in question, I don't pay for it anymore. But how do I do this with a TECH NUMBER!?
