i don't know about comcast on this issue, but all the other major MSOs ive worked for DO NOT include a wallfish as a part of the rewire - that is an additional charge to the customer even if they have wire maintenace.  it has never made sense to me that they do that, but i dont make the policies for the MSOs i just do the work as to specs and change my specs when they tell me to as all MSOs seem to do on a daily basis !!!!!
