requesting that the U.S. President "may declare a cybersecurity emergency and order the limitation or shutdown of Internet traffic to and from any compromised Federal Government or United States critical infrastructure information system or network" along with paragraph (6) adding that the President "may order the disconnection of any Federal Government or United States critical infrastructure information systems or networks in the interest of national security.
 
Who determines what is what. And the sole authority is in Obamas hands with no oversight. Dangerous territory, it completely goes around checks and balances protocol perscribed in the Constitution. This is another extention of the Patriot Act, but they dont have the guts to call it as such, and notice the media doesn't say boo.
