It's a training excerise, If you notice the injuries on his left arm and right sleave are torn out and the man hanging by his belt has his eyes open, if he was hit by 13k those tears on his shirt would be burns, the flash would burn most of his shirt off, and his would not be open
also the rescue climber would be rubbered up also
But it is a reminder to always be aware of what's around you & work safe
