Companies are not in the business of conditioning contractors. Employers may elect to train employees for a time while paying them...if the performance does not improve they cut their training losses and end the employment relationship.
The complaint with HSPs (like MASTEC) is that they send untrained individuals who have been declared to be contractors out to begin installations. After several or many of these installations have been done AND the HSP has been paid.....a closer look is taken at details of the work. Chargebacks for the wrong style push through bushing or failure to build a drip loop or not enough clips used on the cable; these become reasons to charge the "contractor." Sometimes the "contractor" never even went to the address....a manager has six unassigned jobs that are late....assigns each one to a tech and back charge each one....Stuff like that.
The "contractor" has no responsibility for paying to have another person go and fix these real or imagined defects. This is not the same as restitution for breaking a law.
