As you stated in your reply post "a fine will condition the offender to refrain from breaking the law again." Breaking the law (contract stipulation) and paying the penalty will condition you not to make the same mistake. Either you are going to correct what you are doing wrong or go broke doing the same mistake (law breaking) over and over again.
