Then there is the bid evaluation:
CONTRACTOR 1.........$3.0 million.....rejected and considered to have failed to grasp the scope of the project. In house
estimates projected much greater costs than were bid.
CONTRACTOR 2..........$6.0 million.....rejected....exceeded projected costs.......considered to have added unwanted
quality features not asked for in the bid package.
CONTRACTOR 3.......... $9.0 million........accepted ...3 million kicked to the contract officer.......3 million used to hire
CONTRACTOR 1.
