If the tech put his laptop on there and got the same speeds you are getting:

I know it sounds stupid, but Comcast pulled this on me one time.

I ordered my install up, tech came over to install and left. Since I did all the wiring, I already knew that signal was good and I also knew my computer had no sort of BS on it. So, I get on there and notice it is terribly slow. Right about the same speeds that you are describing cept a little worse actually. I called customer service, they couldnt figure it out cause theyre idiots. They said they would send someone out to look at it. Then it dawned on me, they put me on economy internet. Its the same speed as DSL for same price. Called back, asked if I was on economy, sure enough, I was.
