Hi,there buddy the arris modem is one of the best modems in my opinion,now after you finished with the whole intall process and provisioning,off course the signals levels are ok,including the return(TX) has to be no higher than54dBmv,there's no noise at that particular outlet,then check the inside telephone wiring in the customer house 45% of the VOIP installation failures are due to customer  telephony wiring issues,propose to customer install the new wireless phones and If the customer agree to it,connet the main phone unit to line 1 behing the arris device check for dial tone.if is right, that one is going to pass the tone to the rest of the units no matter at what part of the house the customer putted,one more time if there's any issues with the customer telephony inside wiring is the best option.because if you connect straight from the modem to the most closest telephony outlet.with telephony wiring issues will cause that the light line1 in your harris device be blinking means there's a short.Also don't forget to disconnect at&t outside at the NIC.
