You should check with apartment management, most cable companies have an agreement with complex that the cable belongs to the cable company, if not then it's fair game but then again how did you access the apartment lock box in the first place? We usually have a signed contract before we prewire anything stating that the cable is property of the cable company. that is why we prewire them in the first place if they don't sign an agreement then we let them hire out the prewire or we charge to do it for them.
