You can lease a specific fiber count only..didn't know what you wanted..I would get a meeting with the power company and get more specific details..could be they don't have dark fiber..most smaller utility companys only build fiber to their specific needs with no added capacity to lease...large companys such as Qwest, Global Crossings etc. will have an added dark fiber (or several) to pay for their intial construction costs + future profits.
The lease agreement is where it get's tricky..get a copy from the power company (if they have dark fiber) and let your company attorney go over it in detail..they are complicated and have very specific requirements...so proceed with caution...remember a lawyer wrote it, so do I need to say more??
