Chargebacks for Bad Equipment?


Has anyone ever heard of a cable company hitting an installation contractor with a chargeback for a repeat call due to bad equipment?  If the cable company supplies the equipment (usually refurbished) and the contractor installs it, and it works fine at installation but sometime within 30 days the converter/modem goes bad and  no longer works, they charge that as a repeat call and charge a chargeback?  Also, getting hit with down/cut drops, if we install then the drop gets cut or knocked down within 30 days from install, that's a chargeback for a repeat call?!?!?

Anyone ever heard of this, are all cable companies doing this?
